The new energy storage industry has a vast market and enormous development potential, which is of great significance for promoting comprehensive green transformation of economic and social development. In order to seize the commanding heights and forefront of the development of the new energy storage industry, and to build it into a strategic pillar industry of our province as the "manufacturing industry leader", in accordance with policies such as the "Guiding Opinions of the National Development and Reform Commission and the National Energy Administration on Accelerating the Development of New Energy Storage" and the "Action Plan for Cultivating Strategic Emerging Industry Clusters of New Energy in Guangdong Province (2021-2025)", combined with the actual situation of our province, the following opinions are proposed.
I. Overall requirements
(1) Guiding ideology. Adhere to the combination of cooperative introduction and key cultivation, adhere to the combination of innovative mechanisms and security guarantees, promote the deep integration of innovation chain, industrial chain, funding chain, and talent chain, focus on building a good situation driven by technology, market, and policy, and build Guangdong into a new energy storage industry innovation highland with global competitiveness, making Guangdong's efforts and contributions to serving China's energy development strategy.
(2) Development goals. The independent and controllable level of key materials, core technologies, and equipment in the new energy storage industry chain has been significantly improved, and the competitive advantage of the entire industry chain has been further highlighted. The market mechanism, standard system, and management system have become more sound, and the scale and strength of large backbone enterprises have continued to grow. The industrial innovation and comprehensive competitiveness have been greatly enhanced. By 2025, the operating revenue of the new energy storage industry in the province will reach 600 billion yuan, with an average annual growth of over 50%, and the installed capacity will reach 3 million kilowatts. By 2027, the operating revenue of the new energy storage industry in the province will reach 1 trillion yuan, and the installed capacity will reach 4 million kilowatts.
II. Increase R&D efforts on key technologies and equipment for new energy storage
(3) Improve lithium-ion battery technology. Support the development of ultra long lifespan, high safety, and all climate energy storage lithium-ion batteries, enhance the capacity limit of lithium-ion batteries, promote the research and application of new system lithium-ion batteries, and enhance the safety and economy of batteries throughout their entire life cycle from multiple dimensions such as materials, monomers, and systems. Improve the performance of new manganese based positive electrode materials and enhance the application level of silicon carbon and lithium composite negative electrode materials. Strengthen the development of high-purity solvents, new lithium salts, and functional additives for electrolytes. Key technologies and equipment for diaphragm research and development, as well as solid-state electrolyte diaphragms. Strengthen key core technologies for recycling and utilization, such as intelligent detection and uation, flexible non-destructive rapid disassembly, and green and efficient extraction of valuable elements. Breaking through efficient equipment such as stirring, coating, winding, slitting, and recycling. (4) Tackling sodium ion battery technology. Strengthen technological breakthroughs in sodium salts and aqueous sodium ion batteries, improve energy density, and solve technical problems such as short lifespan and fast discharge. Strengthen the research on layered oxides, Prussian white/Prussian blue, polyanions and other positive electrode materials that match sodium based batteries, coal based carbon materials and other negative electrode materials, as well as main and related auxiliary materials such as electrolytes, separators, and current collectors, develop key material preparation processes and cell manufacturing equipment, reduce production costs, and support the construction of supply chain systems. (5) Integrating energy electronics technology. Strengthen the research and development of energy electronic information technology and products, expand the supply of intelligent and diversified products and services such as photovoltaic power generation systems, new energy storage systems, and new energy microgrids. Key equipment such as intelligent sensors, battery management chips, power semiconductor devices, DC converters, energy routers, circuit breakers, and flexible distribution equipment will be focused on research and development to promote deep integration and innovative application of "optical storage terminal information". (6) Breakthrough in whole process safety technology. Breaking through the inherent safety and control technology of batteries, and tackling intelligent sensing and thermal runaway blocking technology of batteries. Establish a safety classification and uation technology system for energy storage systems, improve the optimization technology of battery cells, battery packs, battery clusters, and system level safety management, and develop intelligent assessment of energy storage system safety situation, safety warning, and clean and efficient fire extinguishing technology. Research on control, protection, and security defense technologies for the integration of diverse new energy storage systems into the power grid. Breakthrough in rapid detection of energy storage battery cycle life and uation of aging status technology, research and development of retired battery health assessment, sorting, repair and other cascading utilization related technologies. (7) Innovative intelligent regulation technology. Develop high security and high efficiency energy storage system integration technology, tackle control technologies such as system thermal management, charge and discharge management, intelligent operation and maintenance, emergency response, etc., and improve the available capacity and availability of energy storage systems. Research key technologies for modeling, zoning classification, and intelligent collaborative control of energy storage clusters on each side of the "source network load" system, and strengthen key technological breakthroughs in demand side response, virtual power plants, cloud energy storage, and market-oriented transactions. (8) Develop technologies such as hydrogen energy storage. Develop key technologies for renewable energy hydrogen production, such as proton exchange membrane electrolysis water, anionic membrane alkaline electrolysis water, and high-temperature solid oxide electrolysis water, improve the level of high-pressure hydrogen storage materials and processes, develop storage and transportation technologies such as low-temperature liquid hydrogen storage, organic solution hydrogen storage, and solid alloy hydrogen storage, develop relevant preparation, conversion, and storage and transportation equipment, and improve the safety and economy of hydrogen energy storage. Continuously tackling key technologies in fuel cells, accelerating the domestic substitution of core materials and devices such as catalysts, proton exchange membranes, gas diffusion layers, bipolar plates, and membrane electrodes. (9) Conduct forward-looking technology research on energy storage. Develop new environmentally friendly, long-life, and low-cost lead carbon batteries, and develop highly conductive specialized porous carbon materials. Develop new battery technologies such as air batteries, solid-state batteries, and magnesium (zinc) ion batteries. Carry out key technology research and equipment development for long-term energy storage. Develop low-cost, high energy density, safe and environmentally friendly flow batteries to improve energy efficiency and system reliability, and reduce full cycle usage costs. Encourage the development of new water-based batteries for large-scale energy storage. Breaking through the technology of ammonia hydrogen conversion, promoting the research and demonstration of technologies such as electrocatalysis, biocatalysis, photocatalysis, and electromagnetic catalysis. Strengthen the research and development of key technologies for methanol synthesis, such as catalysts, and explore direct methanol fuel cell technology. Promote the research and development of new energy storage technologies and equipment such as supercapacitors, flywheel energy storage, compressed air, and cold and heat storage. III. Promote the large-scale enhancement of the new energy storage industry and enhance its strength
(10) Optimize the regional layout of the lithium battery industry. Focus on Guangzhou, Shenzhen, Huizhou and Dongguan to build the the Pearl River Estuary East Bank Energy Storage Battery Industry Cluster, and focus on Zhaoqing, Jiangmen, Zhuhai and Zhongshan to build the the Pearl River Estuary West Bank Energy Storage Battery Industry Cluster; Focus on building positive electrode material clusters in Foshan, Shaoguan, Jiangmen, and Qingyuan; Focus on building lithium silicon carbon negative electrode material clusters in Shenzhen, Huizhou, Dongguan, and Zhanjiang; Build lithium battery separator production and manufacturing bases with a focus on Zhuhai, Foshan, Zhaoqing, and Dongguan; Build electrolyte professional parks with a focus on Huizhou and Zhuhai; Key areas for the construction of auxiliary materials such as copper foil, aluminum foil, and polyvinylidene fluoride film will be established in Meizhou, Shaoguan, and Huizhou; Focusing on Guangzhou, Shenzhen, Huizhou, Dongguan, and Zhaoqing to build energy storage control product and system integration, advanced equipment manufacturing clusters; Build a battery recycling and utilization industry cluster with the Pearl River Delta as the core and Shaoguan, Shantou, and Shenzhen Shantou Special Cooperation Zone as the fulcrums. Based on resource endowments, technological advantages, industrial foundation, human resources, and other conditions, support eligible cities to build national lithium battery high-tech industrialization bases. Promote the accelerated construction of key projects such as Ruiqing Era, BYD, Zhongchuangxin Aviation, Yiwei Lithium Energy, Xinwangda, Penghui Energy, Putai Lai, and Beiterui, and actively introduce investment projects from domestic and foreign lithium battery leading enterprises. (11) Accelerate the development of the sodium ion energy storage battery industry. Accelerate the layout of the sodium ion battery field, promote the pilot production of core materials such as metal layered oxides as positive electrode materials, hard carbon negative electrode materials, sodium salt electrolytes and aluminum foil current collectors, and battery cells, and promote the development and application of advanced processes and manufacturing equipment suitable for sodium salt battery systems. Support the demonstration application of sodium ion batteries in energy storage, electric two wheeled vehicles, micro electric vehicles, 5G base stations and other fields, and promote cooperation in sodium ion battery energy storage projects in the Shaoguan data center cluster. (12) Enhance the supply capacity of energy storage control chips and products. Promote the deep integration of new energy storage and next-generation information technology, develop key components such as energy storage inverters, battery management systems, and energy management systems, and enhance the supply capacity of power electronic devices, sensors, and other products. Accelerate the construction of major manufacturing projects for energy storage control chips, vigorously develop new high-performance, low loss, and highly reliable insulated gate bipolar transistor power devices and modules for energy storage, and promote the industrial promotion and application of wide bandgap semiconductor power devices such as silicon carbide and gallium nitride. Develop miniaturized, low-power, integrated, and highly sensitive sensitive sensitive components to achieve the industrialization of high-end sensor research and development that integrates multi-dimensional information collection capabilities. (13) Cultivate and develop the industry of electrolytic water hydrogen production equipment. Based on the development stage and application characteristics of the electrolytic water hydrogen production technology route, and in accordance with the principles of diversified layout, hierarchical development, and equal emphasis on introduction and cultivation, we will support the leading enterprises in the province in alkaline electrolytic water hydrogen production equipment manufacturing to increase their production capacity, accelerate the construction of key projects for proton exchange membrane electrolytic water hydrogen production equipment, and support the equipment research and pilot production of innovative enterprises in anionic membrane alkaline and high-temperature solid oxide electrolytic water hydrogen production. (14) Forward looking diversified energy storage field layout. Carry out engineering research and pilot projects for ion conducting membranes, stacks, and electrolytes in the field of flow batteries. Guide traditional energy equipment manufacturers to build compressed air energy storage pilot projects around key links in the compressed air energy storage industry chain such as compressors, expanders, and heat exchange systems. Promote the industrialization of materials such as proton exchange membranes and membrane electrodes, and promote the demonstration application of clean fuels such as green hydrogen and green methanol in the fields of heavy-duty transportation and ships. Promote the pilot application of megawatt level fully maglev flywheel energy storage devices in rail transit braking energy recovery. (15) Gradually cultivate new energy storage enterprises. Encourage strong alliances between upstream and downstream enterprises in the new energy storage industry chain, vigorously enhance the integration ability of the industry chain, and build a world-class new energy storage enterprise group led by chain owners, single champion enterprises, and specialized and innovative enterprises. Select new energy storage industry chain "chain owners" enterprises, improve the long-term service mechanism of "provincial governor" direct trains, and provide key support in areas such as industrial promotion, industrial space, industrial investment, technological transformation, technological innovation, financial services, land and talent security, and undertaking major national projects in accordance with regulations. Implement the market entity cultivation plan of "individual to enterprise conversion, small scale upgrading, stock reform, and stock listing", and cultivate a group of high-quality new energy storage enterprises such as specialized, refined, and innovative "little giants", manufacturing "single champion", and "unicorns". (16) Increase efforts to attract investment from high-quality enterprises. Implement the "top leader" project for investment promotion, formulate integrated policies for domestic and foreign investment promotion, compile investment maps and roadmaps around the new energy storage industry chain, use patent navigation decision-making mechanism to establish an industry chain investment database, refine the list of investment target enterprises, strengthen investment promotion through commerce, chain, overseas Chinese, and targeted investment, and actively introduce a group of high-level innovative new energy storage enterprises Major industrial projects with strong service institutions and industrial radiation driving capabilities. Make good use of major economic and trade platforms such as the Canton Fair, China International Import Expo, China High tech Fair, China International Fair, and the Global Investment Promotion Conference in the Guangdong Hong Kong Macao Greater Bay Area to hold new energy storage economic and trade forums and industrial investment promotion activities, and attract high-quality new energy storage projects to land in Guangdong. IV. Innovate and carry out new energy storage applications in multiple scenarios
(17) Actively exploring overseas energy storage markets. Encourage new energy storage enterprises to participate in the "the Belt and Road" initiative and build a national import and export logistics center for new energy storage products. Encourage new energy storage enterprises to form joint volume poles to participate in the construction of large-scale integrated solar energy storage, independent energy storage power stations, and grid type energy storage projects abroad. In response to the energy demand in markets such as Europe, North America, Southeast Asia, and Africa, we aim to enhance the compatibility and economy of "household photovoltaic+energy storage" and portable energy storage product designs, and continuously expand our international market trade share. Actively expanding energy storage products in segmented markets such as overseas data center backup and special vehicle mobile energy storage. Supporting leading enterprises to drive upstream and downstream enterprises in the industrial chain to form clusters and go global, promoting the export of energy storage products, technologies, standards, brands, and services in Guangdong, and forming a business pattern of "Guangdong headquarters+overseas bases+global network". (18) Expand the application of "new energy+energy storage". Support new energy storage enterprises to actively participate in the construction of new energy storage power stations at the power supply side in Xizang, Xinjiang, Inner Mongolia, Gansu, Qinghai and other new energy high permeability areas, and support the export of high proportion of renewable energy bases. Explore the construction of "new energy+energy storage" demonstration projects at a certain proportion in areas with large installed capacity of new energy and difficulties in power transmission, such as Yangjiang, Zhanjiang, Zhaoqing, Shaoguan, and Meizhou, to promote the efficient consumption and utilization of new energy. Support the new energy storage business model of crowdfunding and cluster sharing, and establish a shared energy storage trading platform and operation monitoring system. (19) Promote customized application scenarios. In areas with scarce transmission corridor resources and substation site resources, support the construction of new energy storage on the grid side. Reasonably allocate grid side energy storage at key nodes with insufficient power supply support capacity, as well as at the end of power grids with insufficient power supply capacity in remote areas, islands, etc., to improve the power supply guarantee capacity of the power grid. Promote the rational allocation of new energy storage for coal-fired power generation, carry out demonstration of steam extraction energy storage, and improve operational characteristics and overall efficiency. Utilize the existing site and transmission and transformation facilities of retired thermal power units to construct new energy storage systems, and play a role in ensuring system security and support. Explore the use of new energy storage combined with nuclear power peak shaving and frequency regulation to enhance system flexibility and regulation capabilities. Under the premise of safety and reliability, promote the configuration of new energy storage on the user side for industrial and commercial enterprises and industrial parks, and support the configuration of new energy storage for important power users with high power supply reliability and energy quality requirements in industries such as precision manufacturing, public utilities, financial securities, communication services, and public data centers. Promote the pilot demonstration of integrated source network, load and storage, and promote the diversified and coordinated development of energy storage. (20) Promote the construction of virtual power plants. Combining the construction of intelligent control terminals and energy management systems in industrial parks, fully tap into the potential of distributed resource regulation such as energy storage, charging piles, photovoltaics, and base stations, and achieve online monitoring and intelligent interaction of energy consumption of terminal equipment. Carry out pilot projects for virtual power plant construction in Guangzhou, Shenzhen, and other places to promote efficient interaction between source, network, load, and storage. Build a provincial-level virtual power plant aggregation, trading, and collaborative control platform to form a million kilowatt level virtual power plant response capability. (21) Encourage innovation in charging and swapping modes. In leading areas such as Guangzhou and Shenzhen for promoting electric vehicles, intelligent transformation and upgrading of DC public fast charging stations will be carried out, and pilot construction of DC bidirectional charging piles will be carried out in areas such as public transportation, urban logistics, and social parking lots, exploring a large-scale vehicle network interaction mode. Support car companies in the fields of taxis, ride hailing services, logistics vehicles, etc. to develop and produce standardized electric vehicle models, orderly promote the construction of comprehensive charging and swapping stations for "light storage charging and swapping inspection", and provide integrated battery swapping and energy storage application solutions. (22) Explore pilot applications such as hydrogen energy storage. Strengthen cooperation with regions with abundant renewable energy resources and national chemical production bases both domestically and internationally, guide hydrogen storage industry chain enterprises to participate in the construction of green hydrogen and green methanol production bases, as well as storage and transportation bases for methanol, liquid hydrogen, liquid ammonia, organic solutions, etc., and promote the coupling development of new hydrogen storage technologies with traditional coal chemical and petrochemical industry chains. Explore the utilization of offshore wind power resources in Shantou and Yangjiang, as well as wind and solar resources in Jiangmen and Zhaoqing, as well as biomass resources such as urban household waste, to produce green hydrogen. Promote pilot applications of hydrogen energy storage in petrochemical parks, port terminals, urban rail transit, and other areas. (23) Explore regional energy comprehensive service models. Unified planning, construction, and operation of pilot projects for centralized cooling in regions, realizing the synergy and mutual aid of multiple energy sources such as electricity, cooling, and gas, and exploring low-carbon ecological urban construction models in high-density development areas. V. Improve the quality and safety management level of the new energy storage industry
(24) Strengthen safety control throughout the entire process. Improve the entire process safety management system for energy storage equipment manufacturing, construction, and recycling. The new energy storage power station project unit should implement the main responsibility of enterprise safety and fire safety, standardize the implementation of fire prevention and other standard requirements for energy storage power station building design, strengthen safety risk control, establish a dedicated enterprise fire brigade in accordance with relevant regulations, prepare emergency plans, and regularly conduct accident drills. Each region should implement territorial management responsibilities, strictly follow project safety management procedures, and standardize project operation and maintenance. (25) Develop safety technical standards. Research and develop safety standards for the entire process, including coverage planning and design, equipment selection, project admission, quality supervision, fire safety acceptance, grid connection acceptance, operation and maintenance, emergency management, cascading utilization, and recycling. Establish and improve industrial safety technology standards around key areas such as equipment manufacturing, installation, and operation, and release a batch of group standards that meet market innovation needs. Improve the quality supervision system for energy storage products and implement strict management of the core components of energy storage equipment. Strengthen professional technical supervision of energy storage power stations and improve equipment safety and reliability. (26) Establish an information supervision platform. Establish a data supervision platform covering the entire province for new energy storage power stations, achieving monitoring, uation, and supervision of project operation, and supporting the management and benefit uation of new energy storage power stations. Promote the integration of the new energy storage power station data supervision platform with public security, fire protection, transportation and other platforms in batches and stages, gradually expanding the platform's service functions. VI. Optimize the policy environment for the development of the new energy storage industry
(27) Increase support for technological research and development. Improve the system of "unveiling and leading" key core technology research and development, implement a mechanism that is driven by demand and uated based on the ability to solve problems, support leading enterprises with conditions to unite industry upstream and downstream, industry university research forces, and form systematic and task oriented innovation alliances. Organize the preparation of the Development Roadmap for New Energy Storage Technologies in Guangdong Province, and include innovative projects in the field of new energy storage in the key research and development plans of the province. Provincial finance provides support for the construction of national and provincial-level public service platforms and innovation platforms in the field of new energy storage; Provide post event rewards to the first major technical equipment promotion and application project that meets the conditions in a certain proportion. (28) Building an international market service support system. To provide comprehensive integrated service guarantees for overseas investment, engineering construction, project financing, personnel exchanges, and investment rights protection. Relying on the development of emerging market liner routes such as Guangzhou Port and Shenzhen Port, priority will be given to import and export support in terms of dangerous goods storage space at ports, introduction and development of supporting dangerous goods trailers, and cabin space for shipping companies, in order to improve the convenience level of energy storage product transportation and customs clearance. Encourage enterprises to carry out product carbon footprint accounting, use clean energy such as green electricity, and improve their green trade capacity and level. For enterprises participating in the "Guangdong Trade Global" online and offline key economic and trade exhibitions, the province will provide appropriate support for exhibition funds. (29) Improve the new energy storage electricity market system and pricing mechanism. The new energy storage industry has a vast market and enormous development potential, which is of great significance for promoting comprehensive green transformation of economic and social development. In order to seize the commanding heights and forefront of the development of the new energy storage industry, and to build it into a strategic pillar industry of our province as the "manufacturing industry leader", in accordance with policies such as the "Guiding Opinions of the National Development and Reform Commission and the National Energy Administration on Accelerating the Development of New Energy Storage" and the "Action Plan for Cultivating Strategic Emerging Industry Clusters of New Energy in Guangdong Province (2021-2025)", combined with the actual situation of our province, the following opinions are proposed.
I. Overall requirements
(1) Guiding ideology. Adhere to the combination of cooperative introduction and key cultivation, adhere to the combination of innovative mechanisms and security guarantees, promote the deep integration of innovation chain, industrial chain, funding chain, and talent chain, focus on building a good situation driven by technology, market, and policy, and build Guangdong into a new energy storage industry innovation highland with global competitiveness, making Guangdong's efforts and contributions to serving China's energy development strategy.
(2) Development goals. The independent and controllable level of key materials, core technologies, and equipment in the new energy storage industry chain has been significantly improved, and the competitive advantage of the entire industry chain has been further highlighted. The market mechanism, standard system, and management system have become more sound, and the scale and strength of large backbone enterprises have continued to grow. The industrial innovation and comprehensive competitiveness have been greatly enhanced. By 2025, the operating revenue of the new energy storage industry in the province will reach 600 billion yuan, with an average annual growth of over 50%, and the installed capacity will reach 3 million kilowatts. By 2027, the operating revenue of the new energy storage industry in the province will reach 1 trillion yuan, and the installed capacity will reach 4 million kilowatts.
II. Increase R&D efforts on key technologies and equipment for new energy storage
(3) Improve lithium-ion battery technology. Support the development of ultra long lifespan, high safety, and all climate energy storage lithium-ion batteries, enhance the capacity limit of lithium-ion batteries, promote the research and application of new system lithium-ion batteries, and enhance the safety and economy of batteries throughout their entire life cycle from multiple dimensions such as materials, monomers, and systems. Improve the performance of new manganese based positive electrode materials and enhance the application level of silicon carbon and lithium composite negative electrode materials. Strengthen the development of high-purity solvents, new lithium salts, and functional additives for electrolytes. (4) Tackling sodium ion battery technology. Strengthen technological breakthroughs in sodium salts and aqueous sodium ion batteries, improve energy density, and solve technical problems such as short lifespan and fast discharge. Strengthen the research on layered oxides, Prussian white/Prussian blue, polyanions and other positive electrode materials that match sodium based batteries, coal based carbon materials and other negative electrode materials, as well as main and related auxiliary materials such as electrolytes, separators, and current collectors, develop key material preparation processes and cell manufacturing equipment, reduce production costs, and support the construction of supply chain systems. (5) Integrating energy electronics technology. Strengthen the research and development of energy electronic information technology and products, expand the supply of intelligent and diversified products and services such as photovoltaic power generation systems, new energy storage systems, and new energy microgrids. Key equipment such as intelligent sensors, battery management chips, power semiconductor devices, DC converters, energy routers, circuit breakers, and flexible distribution equipment will be focused on research and development to promote deep integration and innovative application of "optical storage terminal information". (6) Breakthrough in whole process safety technology. Breaking through the inherent safety and control technology of batteries, and tackling intelligent sensing and thermal runaway blocking technology of batteries. Establish a safety classification and uation technology system for energy storage systems, improve the optimization technology of battery cells, battery packs, battery clusters, and system level safety management, and develop intelligent assessment of energy storage system safety situation, safety warning, and clean and efficient fire extinguishing technology. Research on control, protection, and security defense technologies for the integration of diverse new energy storage systems into the power grid. Breakthrough in rapid detection of energy storage battery cycle life and uation of aging status technology, research and development of retired battery health assessment, sorting, repair and other cascading utilization related technologies. (7) Innovative intelligent regulation technology. Develop high security and high efficiency energy storage system integration technology, tackle control technologies such as system thermal management, charge and discharge management, intelligent operation and maintenance, emergency response, etc., and improve the available capacity and availability of energy storage systems. Research key technologies for modeling, zoning classification, and intelligent collaborative control of energy storage clusters on each side of the "source network load" system, and strengthen key technological breakthroughs in demand side response, virtual power plants, cloud energy storage, and market-oriented transactions. (8) Develop technologies such as hydrogen energy storage. Develop key technologies for renewable energy hydrogen production, such as proton exchange membrane electrolysis water, anionic membrane alkaline electrolysis water, and high-temperature solid oxide electrolysis water, improve the level of high-pressure hydrogen storage materials and processes, develop storage and transportation technologies such as low-temperature liquid hydrogen storage, organic solution hydrogen storage, and solid alloy hydrogen storage, develop relevant preparation, conversion, and storage and transportation equipment, and improve the safety and economy of hydrogen energy storage. Carry out key technology research and equipment development for long-term energy storage. Develop low-cost, high energy density, safe and environmentally friendly flow batteries to improve energy efficiency and system reliability, and reduce full cycle usage costs. Encourage the development of new water-based batteries for large-scale energy storage. (10) Optimize the regional layout of the lithium battery industry. Promote the rational allocation of new energy storage for coal-fired power generation, carry out demonstration of steam extraction energy storage, and improve operational characteristics and overall efficiency.
